Family shared apps aren't available on other devices

I have family sharing enabled for my wife. She recently asked for an app that I had purchased on my phone but that she did not have on her phone.

So, I downloaded the app to her phone, but it was not the "purchased," version of it. It was the "free" version.

Shouldn't she have access to the same version that I was using if Family Sharing is enabled?
