You must be in the UK? In Canada we call it a pound sign, it's found on the telephone too. So you want the Pound symbol as in English currency? I get the British pound symbol when I use option and 3, like this £.

This is a hash sign #. The number 3 on my keyboard has a Pound Sterling on the same key but when press the shift key it comes up with #
Try going to system preferences and clicking keyboard and click the input tab and see if it's set to British or something else?
When I set my input language to British and remove any other, it works as you want your to.
Use alt-3 (opt-3 on some keyboards) not shift-3. Or use System Preferences > Keyboard to add and select a British keyboard layout.
