Take a look at these Apple Support articles:

    https://support.apple.com/en-us/HT204051

Get help connecting a Bluetooth accessory with your iPhone, iPad, or iPod touch - Apple Support

    Reset your network settings.

Settings - General - Reset - Reset Network Settings

Reset your device. This won't delete your data stored on the phone.

    • Press and hold the Sleep/Wake button
    • Press and hold on the Home button
    • Keep holding both buttons until the display turns off and back on with Apple logo on it.

Alternatively, you may go to Settings - General - Reset - Reset All Settings

Thank you, but my phone is now just displaying the reset screen, with the white background and the apple and  you cannot do anything with it. I have reset it about 10 times and still no joy, cannot access anything at all on it

Take your device to the Apple Store for further diagnostics.

here is what reply i got from apple support person-

    ----------------------------------------------------------------------------

Thanks for that information. You’ve done an excellent job troubleshooting this, as well! What happens during an update is that, before the actual update is applied, your iPad is scanned for hardware faults. If it finds a hardware fault, it disabled that hardware in order to protect the rest of the iPad. When a fault was found in the antenna during the update process, it was disabled to protect the rest of the iPad. In order to get this resolved, the iPad will need to be repaired.

    me:

but was working fine before the update and thats how it downloaded the the update of about 1.5 GB right ?

    Dan:

There may have still been a hardware fault in the antenna that was detected by the update, even if it did seem to function appropriately. I’m very sorry about that. In order to get this fixed, it will need to be physically repaired.

    me:

ok. do you know how much it costs- ballpark

    Dan:

It can cost up to $249 in order to repair your iPad air if you have it repaired by Apple directly, either via mail in service or at an Apple Retail Store.

Thanks xcbackx!  This describes exactly what happened to my wife's Ipad model MD788LL/A.  Wifi off and bluetooth not loading after we updated to 9.3.1.  I've tried restoring, but hasn't helped.

She took it into the Apple store and the tech said he never heard of this happening before, but recommended the same thing - replacing the antenna for $250.

@Apple - This is obviously a false fault as WIFI and bluetooth were working prior to this upgrade.  Please revert this in the next update - I'll take the risk with the fault "harming" our now worthless Ipad.
