Unable to download at this time on iPhone 6s+

Hi I just had to restore my iPhone to unlock it from Sprint due to me being in Japan but after restoring 2 of my apps, Google Translate and Spotify the app store will give me the error message "not able to download at this time". I've tried most of the solutions submitted on here including the time change solution, the reboot and sign out and back in soultions. I am currently on iOS 9.3.1. Any help would be greatly appreciated.

Spotify may not be available in Japan > https://www.spotify.com/us/select-your-country/

However, you should be able to download Google Translate.

Force Restart your iPhone then try downloading the Google Translate app again.

Press and hold both the Sleep/Wake and Home buttons for at least ten seconds, until you see the Apple logo.
