    I Would like to know how, when I attempt to I get a message saying, "this photo will be deleted

    if you are using iCloud Photo Library on your device and delete photos from it, the photos will be gone from iCloud as well.

    The only way to have photos in iCloud but not on your devices is by uploading using the web interface and the Photos.app at the web page www.icloud.com  .  That is best done from a computer.

     

    But as soon as you enable iCloud Photo Library on your device to access the photos in iCloud they will download to your device.  To avoid that, use only the web browser.

     

    The most convenient way to save storage is to enable "Optimize Storage" in the iCloud settings. Then the original photos are only in iCloud and your device is storing only optimized smaller versions of the photos.

    If you are using iCloud Photo Library, any photo you delete will also be deleted from iCloud and from any other device connected to that iCloud Photo Library. iCloud Photo Library is designed for syncing photos among your devices, not as a cloud-only storage method.

    No, you cannot. You will need to move them to another storage source such as DropBox or download them on a computer via www.icloud.com first.

    Thank you for that, it was very helpful. I purchased an extra 50kb on the cloud but if my iPhone is only 16kb there is no way that I can have anymore than that on the iClou, is there?

    Yes  did upload  to Dropbox but I found that used  a lot of memory on my phone, I did not think that Dropbox had anything to do it's my phone storage,

    but that doesn't seam to be the case.

    If you are using the drop box app, it may. However, Documents or File Manager will allow for separation of cloud and locally store files.
