Being 13 puts you at an awkward age (you are right at the limit) when it comes to getting an Apple ID. You *should* be able to use a debit card according to:
if you are not UNDER 13. If you were under 13 then the following might apply:
Family Sharing and Apple ID for your child - Apple Support
it says "Children under 13* can't create an Apple ID on their own." which implies that children who ARE 13 should be able to.
My suggestion is to follow these steps:
Create and start using an Apple ID - Apple Support
and see what happens when you get to:
Create your Apple ID
You can create your Apple ID when you set up a new device or sign in to iTunes or iCloud for the first time. You can also go to the Apple ID site and select Create Your Apple ID.
Here's what you need:
- A valid email address to use as your Apple ID username.
- A strong password.
- Your date of birth.
- Three security questions and answers to verify your identity and a rescue email address. You can also use this information to reset your password.
So, in answer to your question, MY interpretation of the above is that you should be able to set up your own Apple ID with your under 18 debit card since you are 13 years old.
