I already told her about it, she checked iCloud and it's not listed there so it's disconnected and connected at the same time?? It keeps telling me to put in her email and password.
If you're going to suggest getting her to put in her details, forget it. She doesn't live with me, lives miles away and she doesn't plan on coming down this week at all.

She must go to http://www.icloud.com/find then select the device and click "Erase". Then she must click "Remove from account."
I already said that she checked and it's not there, the only device she finds there is her own 5S. She also told me that she removed it ages ago.
You did say "she checked iCloud." However, there are many possible places to check within iCloud.
You did not say she checked at http://www.icloud.com/find That is where she should now check.

So what happens when you attempt:
Settings > General > Reset > Erase All Content and Settings?
Can't do that, I already erased everything earlier via recovery mode. But it won't let me set it up because keeps it keeps telling me that her Apple ID is linked to it. I tried restarting too.
Then there is no solution for you.
Since you are not the original owner, Apple has no process for helping you gain access to the phone. This is by design and is a data security measure.
If she does not recall the password and does not wish to be of help, her phone is of no value to you.

It's okay, she came over and removed her Apple ID from the 4S, so I got it sorted. 🙂
My sister gave me her 4S but it's still linked to her Apple ID.
