Is there a max number of family members in family sharing?

I have 6 children - 4 of them have iPads and are members of our family sharing. However, I cannot seem to add the newest one to get an iPad. The add button is there in settings > iCloud > family sharing but it is greyed out and not operative. I've tried from my iPhone and from my iMac but cannot seem to add her? Is there a maximum number of family members to a family or is something else blocking me from adding her? Thank you for your help in advance!

iMac (21.5-inch, Late 2012), iOS 9.3.1
