Check the settings on your iPhone.  Did you enable iCloud Photo Library in the Settings > iCloud > Photos on your iPhone?  Or "My Photo Stream"?

If you have iCloud Photo Library enabled on your and on your iPhone, the photos will sync to iCloud and from there to all your devices.

if you do not want the photos to sync to your iPhone, disable the iCloud Photo Library, but do not enable to delete the photos from iCloud, or they will be removed from the Mac as well.  Wait with deleting from your iPhone until all iCloud Photos options have been disabled.
