"exited?" would like access to your Twitter accounts

I keep getting a popup notification with the message noted in the title. It completely locks my phone down as clicking "Don't Allow" or "OK" causes the message to reappear immediately. The only option I have is to reset my phone, which does cause the message to disappear. Eventually, it does return and I have to repeat the same steps over again.

I have tried deleting the Twitter app and removing my Twitter account from the settings page, neither of which seem to prevent it from happening.

I have an iPhone 6s 32GB running iOS 9.3.1

Is the message a Safari Pop Up?

Try resetting Safari. Close Safari completely from the multitasking window by double clicking the Home button and swiping up the Safari preview pane until it disappears from the screen. You may have to look for the Safari pane by scrawling to the left. Then go to Settings > Safari > Clear History and Website Data. Then do a forced restart. Hold down the Home and Wake/Sleep buttons at the same time for about 15-20 seconds until the Apple logo appears.
