Try resetting Safari. Close Safari completely from the multitasking window by double clicking the Home button and swiping up the Safari preview pane until it disappears from the screen. You may have to look for the Safari pane by scrawling to the left. Then go to Settings > Safari > Clear History and Website Data. Then do a forced restart. Hold down the Home and Wake/Sleep buttons at the same time for about 15-20 seconds until the Apple logo appears.

Obviously you can't close Safari as it keeps popping up and can't do anything else besides respond to the pop up.

This happened to me too, I couldn't close safari so I restarted my phone then cleared safari history and it worked.

I have done this as you suggested and it will come back after a day or two. what else can i do

Do a force restart first, then close Safari and follow the other steps. You'll have to do a force restart again as outlined.

I have the same problem. Done as suggested but after few days it will come back.

I had this same issue, did exactly what you proposed and I still have the same issue. So I wouldn't call this "solved".
