Q: Icloud passcode

I purchased a second-hand IPhone 4 whose ringtone not coming, only vibrations. It was told software must be reinstalled but it cannot be finalized due to Icloud passcode the previous owner forgot it.Mobile is disabled, what to do to reuse it?

Unless you can work with the prior owner to unlock the phone - you are stuck
That phone is activation locked - which is an anti theft device - no one on this forum can help you
If the previous owner cannot or will not release the lock - try to get your money back
