I have an ipad2 and ipad mini and have them both set to sync and it used to work but now it doesn't.

Before you get started
- Check the System Status page to see if there are known issues affecting iCloud Bookmarks, since your device might not be the cause of your issue.
- Make sure your date and time settings on your device are correct. You can easily fix issues caused by incorrect date and time settings by entering the right information.
- Make sure that you don’t lose important information by making copies of your Bookmarks.
- If your bookmarks don't display in the same order across all of your devices, check how many bookmarks are in the folder. If the folder contains more than 500 bookmarks, the order of bookmarks might not be the same on all devices.
If you need to access a bookmark that you deleted within the last 30 days, you can recover it from iCloud.com. Just click Settings, and under Advanced, click Restore Bookmarks.

Turn on Bookmarks and update your device
- Tap Settings > iCloud on your iPhone, iPad, or iPod touch and make sure that Safari is on.
- Install the latest version of iOS that's supported by your device.
Check your Internet connection
- Open Safari and go to www.apple.com. If you can't connect to the Internet, your iCloud Bookmarks and Reading List won't update in the Safari app. Get help with your Internet connection.
- Open a secure website from your iOS device to see if you can access ports 80 and 443. Safari requires access to port 443 to push updates between iCloud and your devices.
Check your account details
Tap Settings > iCloud and make sure you're signed in to the same iCloud account that you're using on your other supported devices.
Restart Safari
Close and restart the Safari app on your iOS device.
In iOS 7 or later:
- Double-click the Home button to see your open apps.
- Find the Safari preview screen and swipe it up to close the app.
- Press the Home button to return to your Home screen.
- Wait a minute, then reopen the Safari app.
Turn off iCloud Bookmarks and turn it back on
- Tap Settings > iCloud.
- Turn off Safari.
- You can choose Delete from My [device] if your data exists on one or more of your computers. Otherwise, choose Keep on My [device].
- Wait a few minutes, then turn on Safari again.
Restart your device
Hold down the Sleep/Wake button, then drag the slider when asked to power off. Turn your device back on.

Notes on your devices
When you make changes using Notes on iCloud.com, they appear automatically in Notes on your iOS devices and Mac computers that are signed in to the same iCloud account, and vice versa. You can also view your up-to-date iCloud notes in Microsoft Outlook on your Windows computer set up for iCloud.
However, if you upgrade your iCloud account in the Notes app on a device with iOS 9 or later or OS X v10.11 or later:
- Your notes on those devices and on iCloud.com aren’t kept up to date with notes on any of your devices with iOS 8.4.1 or earlier, OS X v10.10.5 or earlier, or Windows.
- Your notes are no longer stored in your @icloud email account.
Notes in other accounts
Whether you upgrade the notes in your iCloud account or not, they are separate from the notes in other accounts you may have, such as a Yahoo! or Google account. iCloud only keeps the notes in your iCloud account up to date.
Use iCloud Notes from a web browser
To use Notes on iCloud.com, go to icloud.com/notes and sign in using your Apple ID (the one you use with iCloud).
If you’re using another iCloud app, you can switch to Notes by clicking the app’s name at the top of the iCloud.com window.
When working with Notes on iCloud.com, make sure you use a browser recommended in the Apple Support article System requirements for iCloud.
If you only see Pages, Numbers, Keynote, and Settings on iCloud.com, your account just has access to iCloud web-only features. To see and use Notes and other iCloud features, set up iCloud on your iOS device or Mac.
If you try to use Notes on iCloud.com, but get a message that says an iCloud email address is needed, your iCloud account isn’t set up with a free @icloud.com email account. iCloud uses the email account to store notes for the original Notes app on iCloud.com and devices with iOS 8.4.1 or earlier, OS X v10.10.5 or earlier, or Windows. If you don’t have an @icloud.com email address, you can create one by turning on Notes in iCloud preferences on your Mac or in iCloud settings on your iOS device.

The problem was that Safari was not turned on as the instructions indicate.. That is:
Tap Settings > iCloud on your iPhone, iPad, or iPod touch and make sure that Safari is on.
