passcode locked

After a software upgrade, my passcode was locked and ipad disabled after many times tring correct passcode

iPhone 4s (8GB), iOS 9.3.1

You must restore/erase the device using one of the methods explained here.

If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
