Activate used Iphone 5C after it's unlocked?

Restart the phone if you have not yet done so.

Apple will not unlock it. She will have to enter the Apple ID and password that was used to set up Find my iPhone on the phone, or tell you what they are. Either that, or she can go to https://icloud.com/find and remove it from her account.

Did you restore (erase) the phone after it was deleted from Find my iPhone and before you activated it?

Make sure the phone IS actually removed from F my iPh. Have her go to the iCloud page and look under Find my iPhone..All devices list. If it is still there she must remove it.

Then you can connect it to iTunes and erase the phone. It si best to have an erased phone because if not it will somehow still be linked to her account via apps etc. Read here:

Either computer. But I would do it on yours.

Sounds like the phone is not unlocked from her account.
