Evaluate the performance for a while and if Ok, program the remote to the TV and see if things change.

Consider going to the Apple Store to have them restore the unit if you do not have the required cable and cannot get it done with the remote.

If another app you use is crashing it is possible it could affect the unit performance. Make a point of force quiting all apps when done using them. Otherwise they run in the background.

I have tried reboot.. and update fresh installation twice but not helpful.
The same Remotes & Devices screen worked when the appletv is offline (No Wifi or Internet). I dissabled the TV volume control (Home theater controls) then i allowed me to access the Remotes & Devices screen. Now able to add Remote App enabled iphone and ipad for easy access.
Till now there is no issue and everything works fine.. I decided not to use volume buttons on apple tv for now until next update atleast.
