Q: To set up old ipad for new owner

I have bought a new  iPad Pro  I want to give my old iPad to my wife set up it with her  computer, preserving some of apps.

Do I simply  plug the old iPad into the new computer and set it up as a new iPad? If I do that I won't have the old apps will lie?

What to do before selling or giving away your iPhone, iPad, or iPod touch - https://support.apple.com/HT201351 - "Use these steps to remove your personal information from a device, even if you don't have it anymore."

Look into using Home Sharing or Family Sharing for setting up access to your purchases.

Family Sharing - http://support.apple.com/kb/HT201060 - "Family Sharing makes it easy for up to six people in your family to share each other’s iTunes, iBooks, and App Store purchases without sharing accounts. Pay for family purchases with the same credit card and approve kids’ spending right from a parent’s device. And share photos, a family calendar, and more to help keep everyone connected."

Sharing purchased content with Family Sharing - http://support.apple.com/HT201085 - "With Family Sharing, family members get immediate access to each others’ music, movies, TV shows, books, and apps, and can download them to their own devices any time they like.*" "* Not all content and content types are available in all countries. All family members must use the same iTunes Store country or region. Music, movies, TV shows, and books can be downloaded on up to 10 devices per account, five of which can be computers. Apps can be downloaded to any devices the family member owns or controls.

I don't need to erase much from the old iPad as we both used it.  I want to set it as her own, syncing not with my iMac but with her powerbook.  Can I not plug it into her computer and set up as a new iPad and download any free apps that she needs;  how would we get the purchased app to come over?

The purchased items are under your Apple ID. I am not sure if apps can be shared unless you formalize it by setting up Family Sharing.  When you connect the phone to her iTunes library it will want to erase all content on the phone before re-syncing with content in her library which is why I suggested transferring content using Home Sharing and formalizing sharing of purchase with Family Sharing.

Sign in with a different Apple ID on your iPhone, iPad, or iPod touch - https://support.apple.com/HT203983 - Change iTunes Store account on an iOS device - Log out of your current account with Settings.app > Store (Settings > iTunes & App Stores on iOS 6) > tap on your AppleID. Log in with a different account. Note, turning on automatic downloads or re-download past purchases may tie the device to that account for 90 days (View and remove associated devices in iTunes - https://support.apple.com/HT204074)
