Q: Safari can't establish a secure connection
More and more getting, "Failed to open page" in Safari "…because Safari can't establish a secure connection…" Just happened w/ a page on my city's government site. Anything I can do to correct this. MBP3,1, OS X 10.8.5, Safari 6.2.8

The problem may be due to the fact that the Safari 6.2.8 version is so outdated. Apple no longer provides security updates for v10.8.5 so see if your Mac can upgrade to the newest operating system El Capitan > Upgrade to OS X El Capitan - Apple Support
If you can upgrade to v10.11 El Capitan, that would update Safari to version 9.1 (the latest version available) which would prevent the, "Safari can't establish a secure connection" issue.
If you do decide to upgrade, make sure to backup all your important data ahead of time.
