Does Safari on iPad mini 2 9.3.1 support persistent cookies while using the IRS.gov website?

the irs.gov site requires the attached browser setting to use their site for electronic filing does Safari support these requirements?

I think you may want to read that again. As I read it, it says they use session cookies and that should not be confused with persistent cookies.

It should work as long as you haven't blocked cookies or turned off JavaScript. See: Safari web settings on your iPhone, iPad, and iPod touch - Apple Support
