Q: iBooks not syncing from iPad to other devices

So I have a problem which I don't think I've seen others have.

My iPad has 115 "books" in either ePub or PDF form. This is my master list and I think everything is encapsulated in those 115. These books got here either through downloading them on the iBooks store, PDFs or ePubs opened via Safari or other app, or PDFs or ePubs transferred via iTunes (I no longer use the computer where I originally transferred via iTunes though I do have access to it if needed).

I've now upgraded all devices to either iOS 9.3.1 or OS X 10.11.14 which enable syncing through iCloud. However, my iPhone, MacBook, and iMac only see 64 books (in both PDF & ePub format). The MacBook has 65, oddly, but again, that one extra book is also on my iPad. 3 of the books, which are available on all my devices, were transferred properly through iCloud from my iMac, where I downloaded it, to my other devices after I upgraded all the OS levels to the latest.

My question is how do I force iBooks on the iPad to upload the remaining 50-51 books to iCloud so I can see them on my other devices?

iPad Air, iOS 9.3.1
