Activating iMessage on iPad from Dubai

I understand I can't make FaceTime work here but after updating my iOS, it turned out that my iMessage is also not working. Yes, right after that update. Is there a way to have it activated without their hated FaceTime?

iPad mini Wi-Fi + Cellular (MM), iOS 9.3.1, 64G 3G
