Hi, I put a 3.96GB video on a usb formatted to exfat from my mac. then I tried to plug it into my windows 10 computer and it says it requires format. what is this about?

As a test, try reformatting the drive using the Windows computer, and then try transferring the file.
Are you saying your formatted it as ExFAT with your Mac or you just copied the video to an ExFat formatted stick from your Mac?
ExFAT
To get ExFAT to work on Windows and Mac
1. Open up Disk Utility on Mac
2. Select your flash drive on the left side pane. Select the top-most item bearing the name of the flash drive, not any of the partitions listed below the name of the flash drive. (important)
3. Click on the "Erase" tab which is among the tabs on the top.
4. Select desired file system format using "Format" dropdown. Select exFat which works on both mac and windows, including Win10.
5. Select the desired scheme as Master Boot Record. --- this does the trick to make it detectable on windows.
6. Click "Apply"

As Eric previously suggested:
There were past recommendations that formatting the ExFAT from a Windows machine, as opposed to from a Mac, was the fix for compatibility issues.
FWIW, I have never had a problem formatting a flash drive as ExFAT with a Mac in a Windows box or using a flash drive which came pre-formatted as ExFAT which most do now. Maybe I've just been lucky.
Edit: of course it helps to format it correctly.
