You were looking at the wrong support article.

What instructions are you referring to? Do you want to restore to a backup, or are you trying to restore to factory? You have not provided much information, however, here are links for a restore from backup, and a restore to factory.

I looked at that link, and since it didn't really have anything to do with a restore, I kind of ignored it!

Precisely which Is why I think they mentioned why is it so difficult. They were looking at the wrong article.

This is the support document you need if your device has been disabled. If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

If you don't have a backup, there isn't really much you can do.

This thread is confusing. You said you have no backup and now you're mad because you can't restore? Are you serious?

Yes you can restore. I never said you couldn't. If you don't have a backup, you won't be able to restore a backup, since one does not exist. You will restore to factory, and start out with a clean device, like a new phone.
