If you can't sign into the iTunes Store on your son's iPad mini, make sure it's updated to the latest iOS version (currently 9.3.1)--Update the iOS software on your iPhone, iPad, or iPod touch.
After this, if the device still can't connect, try the troubleshooting steps in the "On your iPhone, iPad, or iPod touch" section of If you can’t connect to the iTunes Store.
