Safari zooms in on some Websites

Since iOS 9.3.1 Safari on iPad (3rd. Gen) zooms in on certain Websites including the Apple Support Community.

I had this behavior on iOS 9.0 but seemed to be fixed with 9.2 and now it is back.

If i visit the Apple Support Community Website the Page is zoomed in that i can´t see the whole Webpage and use Pinch to zoom out. This occurs on some but not all Websites.

Does anyone else have this Problem too? Is this a Bug that returned or is it something the Website is responsible for?
