Q: Can I use Disk Utility Clone functionality to duplicate the Time machine?

The current recommendation from Apple Support for moving a Time Machine to a new disk is to use the finder copy mechanism. This is very slow. Previously it was suggested that you use the Disk Utility restore functionality to copy the old Time Machine disk to a new physical disk. Is this still possible in El Capitan, or has something changed?
