What does the blue arrow on a folder mean?

A folder that should have been accessible went from a red dot with the horizontal white bar to a white dot with a blue down arrow. Neither should have been on this folder user/username/Documents

I is not accessible. Tried fixing permissions and eliminated the plists. Nothing seems to work.

Hi,

I get that the item may have been tagged with the red colour (and whatever you might have changed that title to)

But then again /Users/NOTmy Account/Documents show me this

Which would lead me to here (Drop Box folder)

Exactly what were you trying to do and where ?

Was it you User's Account ? (the one with the Little house icon)

i.e. I am not in my own folder but looking in someone else's

I cannot access the Documents but I can access their Drop Box in their Public folder.
