I Have a bunch of photos my iPhone 5s. Up until recently i could view all of them, now all of a sudden there is no image and it has a cloud in the bottom right corner

Do you have iCloud Photo Library enabled? If you do, do you have Optimize iPhone Storage selected? If this is the case, try selecting Download and Keep Originals, and see if that fixes the issue.

Did this happen on its own or after making any changes to iCloud settings or your phone? If you could attach a screenshot that might be helpful in finding a solution as well. It may also take time for the photos to download on your phone.
I was hoping turning on Download and Keep Originals would force it to work... You may want to try signing out of iCloud and then back in again. Go to Settings > iCloud and scroll down to the bottom and tap Sign Out. Once this process is complete your should be able to log in again and your phone will begin to load data and content from iCloud onto your phone, including your photos (hopefully). Doing this will not affect any data or content stored locally on your phone.
I tried that this morning and thought it was going to work because it was taking so long to upload but no luck. Still the same blank images
