windows 10 resize itunes window

I realize that this has been answered for previous versions of iTunes, but all of the fixes aren't working.,

Windows 10 latest update 64 bit if that makes any difference.
iTunes 12.3.3.17

Even with previous versions of Windows and iTunes the iTunes window have never been the correct size. Sorry, but this is a major issue. I would have thought that Apple, not Microsoft, would have fixed this a long time ago.

With iTunes open.

- Can't resize the iTunes window

- Can't reduce the window size via the upper right choice

- Can't move the iTunes window via the top bar

- Usually can't access my toolbar by having it come up. Can only use various keyboard techniq

I use Windows 10 and dutifully download each update to iTunes.

For the last few releases, the contents of the Store window don't show completely; it's similar to a web page being cut off on the right side of the browser window with no way to access. The right hand column (where the top 10 lists, etc, are) does not show even in fullscreen. There is no scroll bar and the links at the bottom are dead.

Glad I have a bunch of podcasts I'm already subscribed to, as it's been impossible to find new ones for the last few months because of the problems with the Store section.

(edited as I had explained the problem as if I'd been using iTunes in a browser. It just seemed that way as this sort of thing happens sometimes with Firefox releases.)
