safari 9.1 won't load pages el capitan

Hi,

I'm using an iMac

OSX El Capitan 10.11.4

Processor 2.66 GHz Intel Core 2 Duo

Memory 4 GB 800 MHz DDR2 SDRAM

For about a week I am enable to load any pages on Safari 9.1.

All pages appears partially. No graphics.

I didn't find any answer online so far. I reinstalled OS X from recovery.

Thanks for your help.

1. Empty Caches

Safari > Preference > Advanced

Checkmark the box for "Show Develop menu in menu bar".

Develop menu will appear in the Safari menu bar.

Click Develop and select "Empty Caches" from the dropdown.

2. Delete Cookies

Safari > Preferences > Privacy > Cookies and other website data:

Click the “Details” button.

Remove all cookies except ones from Apple, your internet service provider and banks.

3. Safari > Preferences > Extensions

Disable/ turn off Extensions if any and launch Safari again to test.

Turn on those extensions one by one and test.
