how to back up a folder into iCloud Drive and Syn this folder to a same folder in my macbookair ?

iCloud does not backup from Macs. It backs up from iPhone, iPads and iPods.

The closest to what you want is to use the iCloud Drive. It will sync any folder you add to it to any device which is signed in to the same iCloud account and have iCloud Drive activated.
