Problems attaching pictures to text messages and emails as well as editing pictures?

Sometimes, when I try to attach pictures to a text message or email, the picture itself never attaches. I never had this problem before I installed this latest update and it's getting frustrating. On top of that, pictures I take with my camera or save fromvarious sites seems to need to be downloaded from the cloud before attaching. I know pictures are eventually ally held in the cloud and may need to be downloaded for use at that particular time but this has never a problem mere seconds after I take a picture for use in an email or text. Any suggestions to fix this

iPhone 6, iOS 9.3.1

That is the problem, I think. Can it be, that the photos are starting to fill all available storage on your iPhone and all photos will be immediately optimized? Then even new photos will need to be downloaded from iCloud before you can use them.

Thanks Léonie,

AT first, thought this was the problem as well but I actually almost have 3GB of storage available at the moment so this was definitely not the solution to my dilemma. Before I updated to iOS 9.3.1, I could snap a picture or save a picture on my phone and immediately send that same picture in a text or email without waiting for it to download and possibly never attach to my outgoing message. I do recognize "older" pictures may need to be downloaded since they were optimized and sent to the cloud but freshly taken pictures. I've never had that issue for any of my apple devices until now. I'm glade I didn't update my iPad yet.

I Can't even edit some pictures and get an error message that tells me to try later but when you do, the same problem persists. It's getting really frustrating that a device Ive relied on for years is making life inconvenient and there seems to be no true solution from what I can tell in other discussions or from Apple themselves. I can't even attach a screenshot of the error message to this reply and I'm assuming it's because it has to download to my phone to attach but why is it gone so fast where it needs to be downloaded in the first place.
