Q: iPhone 5c frozen and locked. How can I fix this?

I have an Apple 5c iPhone (it's actually my wife's) that suddenly froze when starting up and (so far) cannot be opened or closed. The frozen screen has the following message:  (headline) "iPhone Backup" Text: "This iPhone" has not been backed up in 44 weeks.Backups happen when the iPhone is plugged in, locked and connected to Wi-Fi". This message is followed by an interactive "OK" in Blue. Clicking on the OK does nothing. Clicking on "Sleep" button, even trying to turn the iPhone off does nothing except for the screen going black. It cannot make or receive calls nor activate any other function. iPhone can be turned on or off by clicking the lower "on/off" button at the bottom. This changes the screen from black and back to the message above. Nothing else can be done. Of course I plan to call Apple support or take it into the Apple Store for service if it can't be fixed during a phone call. It would help a lot if someone in the community knows what's wrong and how to fix it.

This iPhone has not yet been upgraded to IOS 9.3.1 which we've been notified about for at least a week. My iPhone is identical to my wife's (except for color) and I upgraded it a week or so ago without any problem. Carrier is T-Mobile. Model # from the back of iPhone is A1532 and was purchased in October, 2014. Can't access S/N, but have very long IMEI from back of phone. If there is a solution, please let me know. It's very frustrating to have a phone that cannot be used.
