Neither of those frees up any space on your iPhone. iCloud is not designed to be a cloud-only storage location. One thing you can do with iCloud that can free up some space is to turn on Settings > iCloud > Photos > iCloud Photo Library and also turn on Optimize iPhone Storage on that same Settings screen. That will allow the full size original photos to be stored on iCloud while keeping optimized smaller versions on the iPhone. The optimization is automatic and occurs if space is needed on the phone.
