After install of 9.3 iPad will not Activate, it has been restored but will not Activate still. The first owner doesn't know the password

And it's not recognitze by any device also, computer or iPhone 6plus.

iPad Pro, OS X El Capitan (10.11.4)

If you or the first owner don't have the password no one here or at Apple can help you.

Tell previous owner to take receipt of the device and show it to an Apple Store,they will reset the password ONLY if the previous can proof the device is his
