If you are purchasing a used Mac, you need to confirm the seller has erased the drive and reinstalled the operating system so that it operates as a new computer. If this is an older computer, make sure the seller provides the original installation and software DVDs that came with the system. When you turn on the computer, it should be at the setup screen, and you will use your own Apple ID to set it up and choose regional settings like time and language to set up the keyboard.

You should return it if possible, changing the keyboard is a big deal unless by chance you find some local apple shop that would do it for free. For that you would need to contact Apple shops directly yourself, nobody here would know.

hard drive replaced ...Spanish keyboard.... The seller was kind enough to say ok to return , but I think
i may be able to correct the issue...

You could pop out the offending keys and substitute for US equivalents. At a cost of around $5USD a pop. Replacing the entire keyboard as a whole is a major undertaking and the part is very difficult to obtain.To the extent that Apple Service prefers to change the entire top case instead.
