Had apple look at this in first year of owning the mac,out of support now,latest was that they are looking into this and might include a fix in an update sometime.

In faces when you double click a suggested face from the bottom row,and start to type a name in the box(Joe Bloggs) a drop down menu displays some suggested names (some of which are accidentally spelt wrong,and have no picture in the circle)
I want to use a certain name Joe Bloggs,but the computer always picks up the incorrectly spelt name of Joe bloggs,
Incorrectly spelt I mean lower case surname instead of the typed capital surname.
Right now the only way to get rid of incorrectly spelled faces names in the list of suggested faces is to create a new Photos Library and to start over. The suggested names are stored somewhere in the Photos Library. For a new library the list will be empty. But that would be rather drastic.

I hope, sometime will be soon, perhaps with the next MacOs X version.
Be sure to report the issue to Apple via https://www.apple.com/feedback/photos.html. The more users that report it the greater the chance it will be on the fix list.
I'm just speculating here and, since I'm not at my computer to test this, I might be way off, but...
Is it possible that the "misspelled" name is pulled from the user's Contacts app?
Thanks for your comment, I have checked the contacts as i've heard that this could be true,but unfortunately not in this case.

The misspelled name vanishes from the suggestions, as soon as I am switching to a different Photos Library, so I am sure, the name suggestions are stored in the library. When I am switching back to the original library, all the misspelled names are back. But the Contacts will always show in the suggestions. If a wrong name is in the Contacts, it can be corrected there.
I corrected the names in the contacts,but, this did not work,somehow it is still dragging the incorrect name out from somewhere? still thinking about a new / different photo library,will I have to clear all metadata / faces from original photo library?
