Q: Photo masters missing EXIF data

I have some photos in my library that show correct capture dates in Photos, but if I try to export the orginal files, they are missing all their EXIF date info.

Here's the info page from the Photos app:

And here's the EXIF data shown from the file:

The file modification time is here, but there's no photo Modify date or Date/time original data for other applications to use.

Is there anyway to insert the Photos time data into the original file?

Photos, OS X El Capitan (10.11.4)

Photos will never modify the original files. You can export the originals with a sidecar file, so other apps who understand sidecar files will find the metadata there.  Use "Export IPTC as XMP" in the export panel.  This sidecar file will include the date and time created. keywords, titles, and GPPS if available.

How did you import the photos to Photos?  The filenames are looking suspiciously like iCloud downloads of the full versions to an iPhone or iPad, and then imported by USB. If you are using iCloud Photo Library on an iOS device with "Optimize Storage" active, and then import the photos by connecting the iPhone or iPad to USB, you will see such strange original files with many EXIF tags missing. Or tav the photos been imported from a scanner or created by another app?
