Which version of Aperture do you have on CD? And which is the last version of Aperture you were running on your old Mac?
On your new Mac with MacOS X 10.11.4 you need Aperture 3.6, no other version will run.
The big problem is, that Apple stopped the development of Aperture and also removed it from the App Store - it is no longer sold. We can only reinstall version we already own. See: Updating to Aperture 3.6 After the Release of Photos
if your old mac had Aperture 3 installed, and you updated at least to Aperture 3.5.1, you can download Aperture 3.6 from the Mac App Store from your Purchases history. No other versions can be updated to run on El Capitan.
Sign into the App Store with your Apple ID and open the fourth tab with the Purchases. Click the Install button to the right of Aperture.
If you had Aperture 3.6 on your old Mac, you simply copy Aperture from your old Mac to the new Mac.
If Aperture does not show in your Purchases history, because you never updated to an AppStore version - Aperture 3.5.1 or later, you need the help of the App Store Support to be able to install Aperture on your new Mac. Contact the AppStore Support with a proof of Purchase for Aperture and ask for a redeem code, so you can install Aperture from the App Store.
