If you are an Apple Music member with an active subscription and using the same Apple ID on all of your devices, enabling the iCloud Music Library on all of your devices should make playlists created on any of them available on all of them, provided that they are running iOS 8.4 and iTunes 12.2 or later on the Mac.
If you need help enabling the iCloud Music Library:
Sync Apple Music across your iPhone, iPad, iPod touch and computer - Apple Support
Additionally, if you create a playlist in Apple Music and you want to share it with someone on a device not using your Apple ID, you can tap the share icon on the playlist (a rectangle with an arrow pointing up) - and share them via Message, Mail, etc. The recipient will have to also have an active Apple Music subscription as well but if it is shared with them, they will be able to add the playlist to their music and if you make changes to it, they will be reflected for them as well, which is one of my favorite features. Hope this helps!
