I do not see a way to access the photos in my iCloud in the Photo app on my iPhone 6S. I can access the photos in the iCloud via my PC. How do I access the photos on my iPhone 6S?
The usual way is to turn on (on the phone) Settings > iCloud > iCloud Photo Library (and also Optimize iPhone Storage) on that same settings screen. When you turn on iCloud Photo Library it doesn't give an icon to access iCloud -- it syncs the photos themselves from iCloud Photos to your phone and vice versa.
Trying to state it another way:
iCloud Photo Library automatically syncs photos between all devices where it is turned on and the Photos app at https://www.icloud.com/
The photos will be on your phone, on iCloud, and on any other device where iCloud Photo Library is turned on.

Maybe you should provide more details.
If you simply had pictures on your 6s, turned on iCloud Photo Library and can now see them on your computer by logging in to https://www.icloud.com/ and going to the Photos app there -- that is all you should expect. The photos are on iCloud and they are still in the Photos app on your phone. That is all that is expected to happen. There is no iCloud icon or listing expected on your phone.
Devices are not meant to access icloud.com
That website is "blocked" from Safari on a device. You can get there by asking for the full website, but it is not a great experience. it is slow.
You can tap and hold the Refresh icon (semi-circular arrow) in the URL bar until "Request Desktop Site" appears and then tap that. The ability to do things is much less than when logged in using a computer.
If you have iCloud Photo Library turned on on your iPhone as you indicated to FoxFifth that you do, then your photos show up in the Photos app on your phone under "All Photos". Here are a couple of articles on iCloud Photo Library that may help:

You can turn off iCloud Photo Library on your phone. Once you turn it off, you will have to sync the photos you want on your phone via iTunes:
iTunes 12 for Mac: Sync iPod, iPhone, or iPad
iTunes 12 for Windows: Sync iPod, iPhone, or iPad
