How long do you have to wait for what ? If you've temporarily disabled your account the screen should have said how long you will have to wait until you can try again. If you mean for the reset link to show on your account then that will only show if you have a verified rescue email address on your account, if you don't you don't you need to follow 'If you can't reset your security questions' section at the bottom of the page that you posted from
