What are you talking about? You mean that your PC doesn't see the phone hotspot? You can not run IOS 9.3.1 on the iPhone 4 as your profile line seems to indicate.

OK so why it did accept to download this version on my iphone 4S? What do I do now that is done??
You CAN install iOS 9.3.1 on an iPhone 4s, but not on an iPhone 4. Your profile line shows that you have an iPhone 4. Do you really have an 8GB phone? You could not have much free space available. You can check that in Settings>General>About>Available. What iOS are you running?
I Just upgrade to ios 9.3.1 and I have Iphone 4S, 16G but still not showing in wifi in my computer or ipad
OK. Your carrier has to support the hotspot feature, so assuming that it does, take a look in here for some suggestions.
