to the authorities? Did you change other access related to the phone if you have security set
so other finders of the phone could not use your account or your iPhone?
There are some fairly reasonable processes and methods outlined in support article below:

Several options exist, including 'remote erase' if it comes to that; most possible items are in
the above article. Your post(s) both lack a proper question stating the exact issue; so a reply
is more difficult than usual. Perhaps another will reply and offer additional advice.

IF you found a lost iPhone belonging to another person and want to try to locate them
that may be possible if they set up the phone before it was lost; there is a mode that
should be already be set-up by the owner in case it is lost, which would allow a finder
to be able to call the owner. In the earlier reply above some of this is covered.
{Also, a second contributor's reply was lost due to it being a reply to the duplicate entry
by the thread author; it contained a few good links that were helpful. But it's gone. Due
to the time it takes for fellow users of these discussions to reply, impatience is not very
useful; we who reply here aren't Apple. As fellow users of Apple products we volunteer.}
Hopefully you were able to set up the iPhone in advance of its loss; so Find My iPhone
was activated. Or if you found a lost iPhone, contact civil authorities because an owner
may seek to ask them if one was turned in to them, by whoever found one.
