I see you're unable to enable Wi-Fi calling on your iPhone with AT&T. Are you getting any errors, or are you just not able the option at all? I suggest that you reset your network settings as a first step in trying to resolve this issue:
Reset your Network Settings. Tap Settings > General > Reset > Reset Network Settings. This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before.
If you can‘t connect to a cellular network or cellular data

Apr 13, 2016 8:43 AM in response to alex_h1by jurisfromtampa,Thanks Alex! I was talking to an ATT Network Engineer a few nights ago (they called me!). He mentioned this also, but was doubtful that this would solve the problem. I wasn't too eager to do this also, since all the other functions of the phone are working. He was pretty confident that 9.3.2 would address and hopefully solve the problem. BTW, I did get another call from ATT last night, but couldn't talk to them since I was driving home and it was quite late. I"ll try to touch base with them again this evening to see what they have to say or offer. Thanks again! Juris

Apr 21, 2016 4:07 AM in response to alex_h1by AAmommy,I have the same issue. After the 9.3.1 update I can not use wifi calling either. My carrier update is current (AT&T 24.1). The only error message displayed is "call failed" after attempting a call from both my iPhone and my MacBook. I've tried to restart my phone, with no luck. I'm currently out of the country so I'm scared to reset my network settings. Can you let us know if l the testing of 9.3.2 proven to be the fix, so we can either wait for the update or continue troubleshooting the issue?

Apr 21, 2016 5:52 AM in response to AAmommyby jurisfromtampa,With Apple's help, I was able to restore my phone to factory settings. The Wi-Fi calling still did not work. I also did a carrier update and backed up and restored my phone. I could never enable Wi-Fi calling. The problem is on AT&T's side of the court and it is a problem with their software working with 9.3.1. It is not Apple's fault. AT&T said that their engineers are working on it, and they will give me a call in two or three days again. My wife is having the same issue with her phone. I also can no longer use Wi-Fi calling at the work Wi-Fi network either, where it had worked previously.
