If the iPod's hard drive is totally "kaput," you won't be able to recovery anything from the iPod.  Try starting up in Disk Mode

Putting iPod into Disk Mode - Apple Support

If the battery is low, you can do this while it is connected to power.  If it goes into Disk Mode, you may be able to access the drive.  For data recovery, it won't help to run iTunes.  You cannot use iTunes to transfer song files from iPod to computer, except for songs purchased from the iTunes Store.  However, there are third-party methods and utilities that can transfer from iPod to computer.  If you do an Internet search on something like "ipod music transfer," you should get some useful links (including an article by CNET on the topic).

NOTE:  For purchased songs, you can re-download them (at no cost) from the iTunes Store Purchased screen.

Download your past purchases - Apple Support

If you can get the iPod's song files onto your computer's drive, you can add them to your iTunes library.  There are options to repair the iPod, if it's otherwise in good shape (except for the faulty hard drive).  For example, you can consider replacing the iPod's hard drive with commonly available Compact Flash or SD card, on the appropriate adapter.  This web site has some info

As I said in previous reply, IF the hard drive is faulty, you won't be able to do anything to recover data from the iPod.  Based on your description, it sounds like the hard drive is faulty.  The iPod keeps resetting itself, because the bad hard drive prevents the iPod from starting up properly, and it's not going into Disk Mode for the same reason.  And if the iPod cannot start up (either normally or in Disk Mode), there's nothing there for iTunes to see when you connect it.

It won't help with getting your data back, but if you want to keep using the iPod, there are options for replacing the bad hard drive.  I mentioned one option in previous reply.  There are others.  My "classic" iPods are much older (with black&white screen), but I replaced their failing hard drives with Compact Flash or SD cards (on difference adapters).  And with new batteries too, they work better now than when they were new, including higher storage capacity.

Going forward, you should keep all of your songs in the computer's iTunes library, and back up that library in case your computer (or its drive) fails.  This Apple document describes one way to do it, using an external drive for the backup.

See also Re: Corrupt iPod classic and Recover your iTunes library from your iPod or iOS device. If you can get it to go into diagnostics mode that might give some information about the state of the hard drive. If it isn't responding to the commands then check the state of the hold switch. Toggle it a few times. Otherwise let the battery to go completely flat before trying to recharge it again.
