Welcome to Apple Support Communities.
If I understand correctly, there's an issue connecting to a cellular data network with your iPad since updating to the latest version of iOS. Try taking a look at the article below and running through the general troubleshooting tips that it provides.
If you can't connect to a cellular network or cellular data - Apple Support

"if I restart the iPad, and if "sim pin" is disable, the iPad only shows "No Service" with the wifi bars. I have to take off the sim card and put it back in again for 3G to work."

easiest work around. Turn off cellular data. Power off. Power on....turn on the cellular data.
or remove sim...power off...power on ....insert sim
both of these are work arounds. As soon as you power off again problem resurfaces. just repeat the above.

My problem is that I am working with MDM solutions, to manage distant iPads. So imagine this: each time an iPad looses battery and restarts I have to go to the iPad and use one of the available work arounds... This problem is a nightmare to me.
Apple is already aware of this and the problem is/was already reported to their engineers.
But thank you for the information.

I'm have same problem like many users iPad2 - "no cellular" after installing 9.3.1 The suggestion with "Turn cellular off, ipad off, then on .... and blablabla" is working , BUT !! WHY ? should i have such inconvenience ?? When that issue will solved correctly?
