Have you tried visiting customer service for the carrier the phone is working with?

This supposes that:

The phone is yours and has been activated.
The phone is in the country it was sold.
The phone's SIM is from the carrier it was linked to or the phone is legally unlocked.
The SIM is valid and legitimate.
