Howdy Sukainah,

It sounds like you are trying to setup your iPad but when it asks you to enter your Apple ID to activate it, it is not working. This sounds a lot like Activation Lock to me from what you describe. Here is some more info about that:

This is how you can turn off Activation Lock:
