Q: How do I manage my iCloud storage?

My iCloud storage has been full for years. Every seven months or so I take a half day (sometimes a full day) off work and try to figure out how to manage it. Deleting files from Flickr, Dropbox, and Google Drive is easy. Deleting anything from iCloud is a complete mystery. they always come back. When I manage my storage it tells me that I have 28 photos in my photo library taking up 1.5 GB. When I open 'My Photo Stream' on my PC it tells me I have 407 photos taking up 888 MB. I have never been able to manage my Photo Stream. You can't create subfolders. You can copy and paste them to external hard drives but they just come right back onto your C drive. I wish Apple would write out clear instructions on how to manage the iCloud storage. The instructions on their support pages are contradictory and extremely complicated.
