Safari 9 runs on v10.9 Mavericks, v10.10 Yosemite, and 10.11 El Capitan.
Which OS X is currently installed?
If you aren't sure, click the Apple top left in your screen.
From the drop down menu click: About This Mac
Which version do you see?

Oh, ok so my version is too outdated for the latest safari so can I get a lower version of safari without updating my os x?
See if your Mac meets El Capitan v10.11 requirements here > https://support.apple.com/en-us/HT201475
That would update Safari to version 9.1 the latest available.
If not, you could use the Firefox browser which can run on v10.6 > https://www.mozilla.org/en-US/firefox/new/?utm_source=google&utm_medium=paidsear ch&utm_campaign=Brand-US-GGL-Exact&utm_t…
