How do I get the latest version of Safari without updating my OS X to El Capitan?
Safari 9 runs on v10.9 Mavericks, v10.10 Yosemite, and 10.11 El Capitan.
Which OS X is currently installed?

Oh, ok so my version is too outdated for the latest safari so can I get a lower version of safari without updating my os x?

That would update Safari to version 9.1 the latest available.
